of high reliability in healthcare and its emergence as a strategic
imperative. Deriving core principles central to high reliability in
other industries, Dr. Blouin will describe how interpretation of these
principles have led many systems to move toward declaring ‘zero harm’ to
patients and staff as the most important long-term goal. The
presentation will highlight The Joint Commission’s work on progressing
toward high reliability, including publications highlighting various
health systems’ achievements. The essential sponsorship of the

This topic is critical as patients and staff continue to be harmed through ineffective processes, faulty systems and structures and inadequate barriers to human error. Ann Scott Blouin, RN PhD FACHE, is the Executive Vice President of Customer Relations at The Joint Commission. In this position, Dr. Blouin focuses on building external customer and stakeholder relationships, primarily in the hospital and health system market. She gathers customer ideas and feedback, assisting in guiding business development and customer retention strategies.
Dr. Blouin has published and presented extensively on topics focused on health care, patient care quality and safety as well as nursing, and served as an adjunct faculty member at several Chicago area schools of nursing and medicine. She currently serves on the National Patient Safety Foundation Board of Directors, America’s Essential Hospitals Institute Board, and as an editorial advisor for the Journal of Nursing Administration.
